The GIZ advises the German Federal Foreign Office (GFFO) in the Directorate-General S for Crisis Prevention, Stabilisation, Peacebuilding and Humanitarian Assistance with technical and implementation expertise to support the further development of action-oriented approaches in humanitarian assistance as well as the development of tailored management and stabilisation concepts in fragile contexts.

The Humanitarian Assistance Module (HAM) of the Stabilisation Platform (SPF) supports the positioning of the humanitarian units of the GFFO in the international humanitarian system, advises on operational issues and in the development, management and implementation of instruments, concepts and strategies to increase the efficiency and effectiveness of German humanitarian assistance.

• Advise the GFFO with technical and implementation expertise in humanitarian assistance (probably also including fieldtrips) and in the interface area between humanitarian assistance, stabilisation and development cooperation.
• Advise the preparation of statements and technical support on current topics of the international humanitarian system, among others the regional focus on the Middle East, especially Syria.
• Support in the development of processes and the implementation of financing instruments as well as monitoring and evaluation concepts
• Support in national and international coordination and harmonization processes on systemic, strategic and thematic task areas
• Assist with data collection and preparation to understand crisis contexts and dynamics, as well as needs and resource planning
• Support in the preparation and implementation of thematic training courses, events and the commissioning of experts
• Elaboration of concepts, analyses and research activities on current processes and topics within the framework of the objectives of German humanitarian assistance in the international humanitarian system

• Completed university studies in political science or law, international relations or a comparable course of study.
• Several years of professional experience in the field of humanitarian assistance as well as in foreign policy crisis engagement directly in crisis and conflict contexts, also in the headquarters of relevant organizations (both mandatory).
• Humanitarian work experience in Middle East, Syria an advantage. Extensive regional knowledge of Syria.
• Practical experience with German crisis/conflict engagement and familiarity with the work of a ministerial bureaucracy.
• Practical (project) experience with German Federal Foreign Office projects and funding (mandatory). Thereby project implementation experience in crisis/conflict areas (mandatory)
• Practical experience in the work and implementation of multilateral donor mechanisms/ Pooled Funds, the humanitarian coordination system, civil society actors and the work of the United Nations (mandatory)
• Very good knowledge of principle-based humanitarian assistance and international humanitarian law and knowledge of international stabilization approaches
• Very good knowledge of relevant developments, issues and debates in the international humanitarian system, including cash-based transfers, risk management, food security, impact of the climate crisis on humanitarian contexts and (forced) displacement.
• Experience working with and understanding monitoring and evaluation methods and tools, logframes, including indicators, targets, measurement methods, etc.
• Knowledge of the principles of grant law and the disbursement of funds within the framework of the

• Strong analytical and strategic understanding and proven ability to write high quality texts, including political content, in a clearly understandable manner and edit under significant time pressure.
• Excellent analytical skills and willingness to deal with complex issues and highly dynamic work contexts on an ongoing basis
• Initiative, motivated, goal-oriented approach to work, team orientation, high level of commitment, confident appearance as well as good communication and organizational skills
• Fluent German and English (mandatory), knowledge of Arabic and / or French advantageous.
